Special Presentations by APTA Roshunda Drummond-Dye on the New Changes to Medicare and Anita Bemis Dougherty on Defensible Documentation
Speaker Information:
Anita Bemis-Dougherty PT, DPT, MAS, Associate Director, Department of Practice (APTA). Bemis-Dougherty received a Bachelor of Science degree in Physical Therapy at The University of Maryland, Baltimore, MD, Masters degree in Administration from the Johns Hopkins University, Baltimore, Maryland, and Doctorate in Physical Therapy from Widener University in Pennsylvania. She has worked in tertiary, academic medical institutions which included a variety of clinical settings including outpatient, acute care, and acute inpatient rehabilitation. Previously, she was the Physical Therapy Manager at the Johns Hopkins Hospital in Baltimore, Maryland. She joined the staff of the American Physical Therapy Association (APTA) in June, 2006 and is currently an Associate Director in the Department of Practice. She has been involved in the APTA initiatives related to physical therapy documentation, Peer Review, fall risk reduction and prevention, and use of the International Classification of Function and Disability (ICF).
Speaker Information: Roshunda Drummond-Dye, JD, is Regulatory and Payment Counsel at APTA in the Government and Payment Advocacy Unit. She is an expert in Medicare and Medicaid regulations specifically issues related to home health, skilled nursing facilities, outpatient physical therapy, and rehabilitation agencies. She also has expertise in dealing with federal fraud and abuse laws. Roshunda comes from the American Society for Radiation Oncology where she served as Senior Policy Analyst and was responsible for drafting policy positions, analyzing and researching federal legislation and regulations in the field of health care, and preparing testimony, legal briefs and memoranda. She also advised members on compliance issues and fraud & abuse laws. Prior to joining ASTRO, Roshunda served as a legislative assistant to U.S. Rep. Sonny Callahan (R-AL) where she worked on a range of issues including Medicare and appropriations. She received her law degree from the Southern University Law Center and completed her undergraduate work at Talladega College.
